Why

To prevent
an arc when withdrawing a live plug.
What is cold-flow?
Cold-flow describes
the settling of a copper conductor after it has been compressed
in a lug or terminal.
Vibration and temperature change can contribute to
this condition.
How
much insulation should I remove from the cable to make my
termination?
